Markle Crossing - proposed replacement

In partnership with Transport Scotland and Network Rail, ELC is exploring an opportunity to close Markle level crossing and replace it with a new road and bridge over the rail line.

In 2010 Network Rail embarked on a level crossing risk reduction programme. The objective of the programme is to close and upgrade level crossings across the network, which will improve safety for everyone and reduce the risk that level crossings present to the national rail network. It is universally accepted, the most effective way of reducing level crossing risk is to eliminate the hazard completely by closing the crossing.

In addition, Transport Scotland has a long term remit to increase capacity on the East Coast Main Line and run more services to Dunbar that will call at East Linton. More services will also run to North Berwick. As a result, barrier closure times at Markle level crossing would increase. These are considered unacceptably long, an issue that could be overcome by upgrading or closing the crossing.

Markle level crossing is currently protected by road traffic light signals, half barrier equipment, an audible alarm and signage. However, with poor visibility for approaching road vehicles, large numbers of HGVs and frequent trains it has been identified as a priority for upgrade. The most appropriate upgrade to eliminate risks at the crossing would be its closure.

To limit the impacts of disruptive possessions on the line, the proposal is construct a new overbridge to the south of the crossing by Dec 2022. This is a very tight timeframe, so an understanding of public acceptability is needed to gather confidence in project delivery. Accordingly, we will consult of the principles of closing the crossing and constructing a new overbridge and associated road construction.

A feasibility study into deliverability of the project is currently progressing with an understanding of technical requirements programmed to conclude 9th July.

The local land owners are aware of the project.

In parallel, a short public consultation with commence 7th July until 31st July to gauge the level of public support in this ambitious project and timescale.
