Draft Minutes of meeting of Dunpender Community Council
held on Thursday
5th October at 7.30pm in The Stables

Present: Mrs J Priest, Mr R Russelt, Ms A Pearsont, Mr I Young Mrs V Hobant, Mrs Cosgrovet, Mrs L Shawt, Stewartt, Mr E Martin

2. Minutes of meeting and AGM held on 31st August were agreed.

3. Police Report

There have been a couple of anti-social behaviour calls from youths in the area, ringing doorbells and running away however this is an isolated incident and the youths have been identified and spoken to regarding their behaviour. Housebreakings are on the rise in East Lothian where mainly high powered/high value vehicles are being targeted. Keeping keys out of sight, storing vehicles within garages and installing CCTV are the best ways to prevent vehicles being stolen.

Between 1st September 2023 and 30th September 2023 there were 31 calls to the area with police recording 6 crimes:

• 1x threatening/abusive behaviour (child victim)

• 1x extortion (cybercrime, sexual)

• 1x vandalism

• 2x fraud

• 1x driving under the influence of alcohol/drugs

Issues at Linn Rocks quietened down at the end of the school holidays though there were some issues in September. A strong police response in moving people on has helped. The CCTV camera has been redeployed resulting in incidents of kicking garage doors not being recorded. When there are recordings people involved have been identified and action taken. Residents will increase CCTV coverage at their properties and ELC camera will be reinstated next year. Community wardens are now covering bigger areas so may have other priorities.
Cllr Collins confirmed that Police will be conducting speed checks in Tyninghame over the next couple of months to monitor and try and reduce speeding through the village.

The next CAPP meeting will be held on 8th November 2023.

4. Matters Arising

4.1. Vacancies

There are three outstanding vacancies.

4.2. Local Place Plan

144 responses have been received representing approximately 10% of households. 91% of responses are from home owners. Following analysis of the responses a draft report will be circulated to community groups and a drop-in session will be held in the Community Hall to invite comment on the plan.

4.3. Preston Road

Preston Road was approved as a DELAP Roads priority for 2023/24. ELC Roads team undertook an assessment and concluded that the average speeds and volume of traffic is such that it may be feasible to control traffic by a priority system rather than traffic lights and DELAP voted to support this priority option. The Roads team will take the matter forward in this financial year with further design work and an independent Road Safety Audit before the footway is widened and priority signage erected.

4.4. Meetings Attended

4.4.1. DELAP

Mrs Cosgrove was approached by Mark James of Sustaining Dunbar who proposed installing bike racks at the Bridgend bus stop. It was agreed there was no space on the pavement for them at that location.

4.4.2. Joint Laws advisory

Ms Pearson reported that nothing was found in archaeology transects at the pond on Traprain Law. The fence at the top of the quarry is to be fixed. Rangers identified the individual flying a drone over the quarry which is not allowed due to nesting birds.

4.4.3 Mrs Cosgrove attended a Sustaining Dunbar meeting on Improving access in Dunbar and West Barns. A path is being planned to Fox Lake with funding from Sustrans.

4.4.4 Valencia (formerly Viridor) are planning to start a user group to engage with the community. Ms Pearson agreed to be DCC representative with Mrs Shaw-Stewart as deputy.

4.5. Footpaths

Binning Wood

Mr Wight has received permission from the landowners to remove a low wall and install 2 gates. DCC agreed to fund one gate depending on cost and Tyninghame residents are fundraising for the remaining work.

Markle Right of Way

Ms Hunter confirmed that responsibility for maintenance of the path lies with Mr Trainer who retains pedestrian and vehicular access excepting agricultural vehicles. A recent incident where he was cutting grass on the path with a tractor resulted in damage to the fence surrounding the tree belt behind Dunpender Road. Residents will approach him regarding a repair. Nick Morgan (ELC) is willing to investigate whether the community payback team could carry out some maintenance in the future.

4.6. Dunpender News

Mrs Hoban has received 7 articles and will send out a reminder to other groups. Mrs Priest will contact Scottish Water to ask for an article on work at the Water Treatment Plant.

5. Finance

Mr Martin reported the current balance is £3531.48. £350 will be set aside for defibrillator maintenance of the two sets in East Linton. Tyninghame have agreed to look after the device at their hall

6. Traprain/Markle/Whittingehame

Mrs Shaw-Stewart will progress painting of the notice board.

7. Tyninghame/Whitekirk

Mr Martin will approach North Berwick Area Partnership for funding to repair the hall roof. He highlighted a meeting on Tuesday in North Berwick about parking charges. Concern was raised that other towns will also be subject to parking charges.

9.1. Fountain

Paul Ianetta (ELC) confirmed the pump is missing. Mr Young will contact Michael Black to confirm when the pump was last seen. Mr Martin will look at previous invoices to determine what bills have been paid regarding the fountain.

11. Any Other Business

DCC will support a 40mph speed limit on the A199 Pencraig Brae between the village entrance at the garage and the roundabout. This will be communicated to Richard Kerr ñ ELC Active Travel Officer.
th Nov. Mr Young is attending the remembrance service in London with SightScotland Veterans.
There was a delay to the repair of a High Street street light due to a difficulty in sourcing parts for older lights. ELC are looking for LED replacements. Lothian Broadband have reinstalled double yellow lines. Mr Russel will contact them about areas still to be addressed.
DCC will support any application to DELAP by Richmonds Hope charity who support bereaved children between the ages of 4 and 18 years. A Heat Network Strategy Group from AELCC is exploring installation of a heat exchanger in the sea off Dunbar. The challenge will be routing any power generated to homes in East Lothian.
th December and there is an expectation of an imminent announcement regarding the opening of the station.
Mrs Cosgrove will hand over the treasurerís documents at a meeting to set up a new Gala committee. Verity Sinclair reported that Papple raised £1500 in their July Garden Open day. Work has started on the steading roof in phase 2 of the development.
