Draft Minutes of meeting of Dunpender Community Council
held on Thursday
31st August at 7.30pm in The Stables


Present: Mrs J Priest, Mr R Russel, Mr D Wight, Ms A Pearson, Mr I Young, Mrs V Hoban, Mrs L Shaw Stewart

1. Apologies: Cllr L Jardine, Mrs Cosgrove

2. Minutes of meeting and AGM held on 1st June were agreed.

3. Police Report

Patrols at Linn Rocks during June/July has clearly had the desired effect as we havenít had any further calls of ASB and local residents have confirmed less footfall in the area.
I continue to have regular contact with local residents and carry out patrols.

• Protecting the most vulnerable (Missing Persons, Elderly, Hate Incidents, Domestic Abuse) 2x sexual offences

• Reducing Violence and Antisocial Behaviour

1x possession of offensive weapon / 1x assault / 2x vandalism

• Reducing Acquisitive Crime (Crimes of Dishonesty)

1x fraud (remotely perpetrated) / 1x theft from motor vehicle

It was agreed that poor weather, community warden/cameras at bus stops and swift police action have helped reduce the issues at Linn Rocks and this may break the cycle of attendance. The approach of having both the community warden and the police attending and the involvement of the Chief Constable and MSP helped.

Concern was expressed about the repeated vandalism of the toilets which seems to be a problem throughout East Lothian. Mr Young will raise the issue at CAPP.

4. Matters Arising

4.1. Vacancies

Mr Cramb resigned and has been thanked for his work. Mrs Hoban will take over as Facebook Administrator. Three vacancies are outstanding.

4.2. Local Place Plan

There have been 89 survey responses to date. Mrs Hoban will post it on East Linton Facebook pages and will post a later reminder of a response date of end September. Paper copies should be returned to the library.

4.3. Preston Road

A traffic counter was present in summer. This will be raised at the next DELAP meeting.

4.4. Meetings Attended

4.4.1.

Several members attended an information event on the proposal for a Segregated Active Travel Corridor from Dunbar to Tranent. Members received conflicting information on whether land would be purchased or road space re-allocated. There will be an opportunity for formal responses from Community Councils at a later date but individuals can respond now at rb.gy/593et.

4.4.2.

The next DELAP meeting is on 11th September. Ms Pearson will represent DCC and CAEL. Julia Edmonds will represent CAEL at future meetings.

4.4.3 Mr Wight attended a meeting on 22nd June about collecting evidence for the Local Development Plan (LDP). The East Lothian Woodland Strategy was promoted. Martin Hayman has been employed by ELC to de-carbonise East Lothian and is considering energy solutions such as district heating systems and sea source heat pumps.

4.4.4 Mr Young attended a large online meeting on Provision for the Elderly where it was stated that there are enough beds for the purpose but they need to be managed properly.

4.5. Footpaths

The path from Preston Mill to Binning Wood has been granted planning permission.

4.6. Dunpender News

Mrs Hoban circulated a list of contacts and requested updates. Images and articles are to be with her by 30th October and she will share the editing with Ms Pearson.

5. Finance

Ms Pearson will purchases supplies for the RAGES AGM on 21st September at 7pm in the Community Hall. Mr Young and Mr Wight will assist on the night with teas.

6. Traprain/Markle/Whittingehame

It was agreed to provide funds for painting of the noticeboards in Whittingehame. Mrs Shaw-Stewart will arrange the work.

7. Tyninghame/Whitekirk

Mr Wight reported that rumble strips have been installed in Tyninghame on the A198 and the approach from East Linton with a clear verge area for cyclists. The speed reactive camera is still waiting to be repaired. There is still a demand for a 20mph limit in the main street which residents will follow up with letters to councilors/MSPs and attendance at surgeries.
DCC will fund the gates required for the path from Tyninghame to Binning Wood. Permission is required from the landowner for installation of the gates.


8. Planning Matters

8.1.

DCC will not object to the planning application concerning Whittinghame Filter Station. Mrs Shaw-Stewart will contact the concerned resident.

Paul Iannetta from ELC will send a council contractor to inspect the fountain.

11. Any Other Business

The trees at Orchardfield have been removed due to Ash Dieback.
Mrs Priest contacted Tree-ditions regarding a complaint about weekend working and confirmed this is not normal but due to a special job. SEPA have suggested a number of possibilities for Tyninghame Mill Lade being dry including sluice gates needing repaired or silted up, river low or leakage from lade. They have some complex investigations to be carried out. The resident concerned will be encouraged to contact SEPA for direct updates.
A discussion took place on Community Resilience and it was agreed to provide information to ELC on what community spaces could offer but the feeling was that any action should be taken by ELC and the emergency services. DCC will join ELCAN and Mr Wight will be the contact.
Two EV charging points have been installed in McCall gardens. These are not dedicated spaces. The funds were provided by DELAP and ELC decided on the location. It was agreed that there should have been more communication with residents. AELCC meeting will be held on 13th September to discuss Care for the Elderly and Charges for Car Parking in East Lothian. DCC will not attend.
A discussion took place as to whether priority signs should be reinstated at the bridge. General consensus was they are not required.
