Minutes of meeting of Dunpender Community Council
held on 1st December 2011 at the Council Chambers, East Linton.

MINUTES OF NOVEMBER MEETING
This was agreed to be a correct record of the meeting.

POLICE REPORT
No police report submitted.
Cllr Bell noted people riding bikes at night without lights. The law is to have a static light attached to the bike. This should be highlighted to local residents on ELDA and website.
Lothian & Borders Police Winter newsletter has been circulated.
Consultation letter received: fewer manned front desks at local police stations and police stations open for shorter hours. There is a meeting on Monday 12 December 2011 at 7pm at Haddington Police Station for discussion and comments.
Community Action Police Partnership (CAPP) meeting next Wednesday 7 December 2011.

MATTERS ARISING

4.1 New Members
Mr Martin Askey from Hailes Mill has volunteered to help out when needed. He will help with footpaths – litter and raking up leaves.
Mr Martin Strachan from Dunpender Road in East Linton was voted on to DCC.
Mrs Shelagh Richards from Newbyth House is also interested in joining DCC but could not attend this meeting – she will attend in January. Mrs Richards has volunteered to help produce Dunpender News and undertake other social media networking for DCC.

4.2 Roads/pavements
Mrs Priest has written to Mr Zochowski, Senior Planner at East Lothian Council re. Conservation Area Management Plan to request we are put on list to have a plan written for East Linton, it was felt quality of work would be better. Letter to be copied to local Cllrs and Leader of Council, Mrs Priest to action.
Mr David Hamill, local resident on Preston Road has raised concerns re. traffic on Preston Road, entering village coming from Newbyth/Tyninghame. Various suggestions noted– refresh red road, more white lines and more signs needed. Also to ask local police if they can provide speed checks. Cllr Bell to action. Suggestion that Brian Cooper or Peter Forsyth come to further meeting to discuss above and also building out the pavement at the Co-op in East Linton High Street to prevent dangerous parking.

4.3 Park trees meeting
12 people attended public meeting on 24 November 2011. It was agreed that the Avenue will stay as it is. Suggestion made to form sub-committee of Community Council to look after park issues in East Linton. There would be co-opted Community Council members on it and they will look at planting plans and work with ELC, reporting back to DCC for a decision. Members agreed this proposal and posters/website etc will be used to advertise for three or four people to form this group. A note of the meeting is attached.
LEAP year project has been cancelled as only 5 groups applied for the money.
4.4 Belhaven Hospital Forum
Mr Craighead could not attend the last meeting. Cllr bell reported that nothing will happen to the old building until a new, joint NHS/ELC facility is in use. Next forum on Tuesday 24 January 2012 and a public meeting in March 2012. A newsletter will go to households.

5.0 Planning matters
Plans submitted for an extra part on top of the phone mast at Traprain Farm, no objections were made.
Ms Moulin had nothing to report re. wind turbines.
Ms Cosgrove reported that she had been to a meeting on Planning and Community Engagement at the COSLA office, chaired by Aileen Campbell, MSP. There is a Working Group being set up.

6.0 Treasurer’s report/LP budget
Current account has £747.62. DCC made donation to Carers of East Lothian.£55 to be paid to Iain Govan for winter maintenance on fountain.
Council Grants fund balance is £2,741.69, this is to be spent on maintaining the paths.
Local Priorities budget. Had £7176 to spend, committed £5563.00, spent £1229.51, remaining £4323.49, uncommitted £1613.
Request received from East Linton Primary School’s Parent Council for DCC to contribute £5 per pupil for P7 yearbook – DCC funded this last year. Agreed that DCC will fund this one more time as there is money spare from not producing Dunpender News
Mrs Priest has applied to Civic Pride Fund to mend path from surgery to footbridge. Asked for £800, DCC to commit £400 to project if funding received from CPF.

7.0 Traprain & Whittingehame issues
None tabled

8.0 Tyninghame, Whitekirk & Markle issues
Ms Pearson attended a work day at John Muir Country Park run by Friends of John Muir Country Park, 9 people plus the warden attended.
Cllr Bell noted that if people wanted to ride their horses at John Muir County Park, they need to get a permit from East Lothian Council Landscaping and Countryside Department. This permit comes with a map, which notes ‘no go’ areas including the salt marsh.
Mr Russel had attended the last JMCPAdvisory Meeting.
John Muir’s work will be showcased on Thursday 8 December 2011 at 9pm on BBC1/BBC HD.

9.0 Tourism initiatives/new projects
Agreed with ELC that their Tourist Info panel is to go on Ms Stephen’s wall at Phantassie, near the Rennie monument.
Ms Stephen reported that she was looking into power sources for the Christmas lights in the willow tree at St Andrews, in process of contacting Mike Omond at East Lothian Council.
David Warren, local electrician, to connect up lights in other trees It is hoped that all Christmas lights will be on in time for East Linton Christmas market onThursday 8 December 2011.


10.0 Public transport/RAGES
Ms Cosgrove to review RAGES consultation document over Christmas holidays. Minister for Housing and Transport, Keith Brown is coming to visit East Linton on 16 January 2012 to look at rail proposal.

12.0 Any Other Competent Business
Mrs Priest attended the Canny Households meeting run by Sustaining Dunbar on 28th Nov – only 2 people attended.
Dunbar Fair Trade Group looking for representative from DCC – Ms Cosgrove to cover this.
Mr Robson reported cyclists going too fast down path from Drylaw Gardens to Preston Road, requesting ‘No Cycling’ signs. Cllr Bell to investigate.
